Whoever leads (IGL)
In one line: Whoever leads (the IGL, "in-game leader") sets the plan before the round, makes the mid-round decisions and changes approach when the enemy adapts. They do not need to be the best or talk the most: they need to decide early and clearly.

What the leader does
Every organized team has one person who decides: the IGL ("in-game leader"). They are not a captain barking orders at everyone all the time: they are the one who holds the information together and turns it into decisions.
Their job has three moments:
- before the round: they decide the economy, the plan and who does what;
- during the round: they gather information and decide whether to commit or change;
- between rounds: they read what the enemy is doing and decide how to adapt.
You do not need to be the strongest player, or even the one who talks most. You need to decide early and clearly, and get the team to trust the decisions.
