Snipers and heavy weapons
In one line: Snipers win long lines with one shot, machine guns dominate passages and thin cover. Both need a well-chosen position and a team that supports them, and they cost a lot when you lose them.
Weapons for a specific job
Snipers and machine guns are not "better" than rifles: they are guns for a specific job. A sniper wins long lines with a single shot; a machine gun keeps a passage under pressure and hits through cover. If your position and your task in the round do not need that job done, a rifle is almost always better.
The question before buying one is: where will I be, and what do I need to stop or achieve? If the answer is "I'm holding a long line the attack has to cross", a sniper makes sense. If it is "I'm fighting on site near the entrance", it does not.
