Flashes and blinds
In one line: A flash blinds whoever is looking at it for a moment. It is only worth something if someone uses that moment: to enter, to win a fight, to fall back. A flash with nobody ready to fight is almost always wasted.
What a flash does
A flash (or blind) is an ability that blinds whoever is looking at it when it pops, for a short time. Several agents have one, and they work in different ways: some are thrown around a corner, some go through walls, some can be guided or bounce. The agent pages explain each one.
The logic, though, is the same for all of them. A flash kills nobody: it creates a moment where the enemy cannot see. That moment is only worth something if somebody uses it: to peek, to enter a site, to win a fight that would be even without the flash. If nobody fights while the enemy is blind, the flash is wasted, even if it blinded them completely.
This is what separates players who use flashes well: they do not ask "where do I throw it?", they ask "who fights, and when?".
